Elam, 25, was booked on charges of possession of more than 20 grams of cannabis, possession of cannabis with intent to sell or deliver, and possession of a controlled substance, per the report.
"We are aware of the arrest of Matt Elam," the Ravens said in a release. "Matt is not in our plans for the 2017 Ravens."
Elam was the Ravens’ first-round draft pick in 2013, but has struggled to find his way since then.
The Florida product started 15 games as a rookie and made 77 tackles and one interception, but lost his starting job during the 2014 season and missed all of 2015 with a torn biceps. A preseason knee injury sidelined him for all but nine games in 2016.
The Ravens didn’t pick up Elam’s fifth-year option, and he will become a free agent in less than two weeks.
